CTA’s JOC program consisted of 3 pre-qualified general contractors competing over several mid-sized CTA construction projects of varying scopes. JOC projects experienced the same construction cycle as larger projects but at a much quicker pace, ranging from a few weeks to a year or more. Each project went through the bidding and award process, followed by the planning, construction, and closeout phases.
